Question: 97 buick lesabre timing question

while checking data on a scanner i noticed that my timing was at -17° at idle, when it should be over 20° and also when going down the highway it never goes over -5°. when getting on the gas it will actually go down to -30°. i also checked another vehicle to make sure it wasn't my scanner and the other vehicle showed 25° idle. so what could be going on here? any thoughts? but also the car runs well the only reason i used the scanner was i think i should be getting better fuel mileage, i am only getting about 20 mpg.

i am not getting a "check engine light" either.

tune it up and run 87+ octane fuel, also replace the fuel filter. lean conditions will cause spark knock as will low octane fuel, the ECM is likely just trying to save the engine from detonation
